Britain’s richest plumber has slashed the price of his luxury Thames-side ‘penthouse’ by £3million, after he failed to find a buyer in the two years since he left the country. 

Charlie Mullins, the founder of Pimlico Plumbers, has reduced his three-bed, three-bathroom apartment overlooking the river opposite the MI6 building in Westminster to £9million – £1million less than he bought it for in 2021. 

The 73-year-old, who fled the country amid Labour’s tax raids on the wealthy in 2024, is the latest to fall victim to London’s top-end property market slump. 

Mullins, who bought the apartment the same year he sold Pimlico Plumbers for £145million, previously said he acquired the property after falling in love with the view over the River Thames. 

He describes the property as ‘mind-blowing’ and calls it a ‘penthouse’ – despite it being two floors below the top level.  

But in 2024, he said he was selling up amid fears of the then-Chancellor Rachel Reeves’ tax raids, choosing to instead put his money into property in Spain and Dubai. 

The Reform Party donor had declared he wanted to have ‘no assets in the UK whatsoever’ and said his family would ‘go mad’ if they had to pay inheritance tax because of the flat. 

But two years later, Mullins has been unable to find a buyer for the £12million flat, which has as its next door neighbour the singer Tom Jones.

The flat, listed as a luxury property in the Riverwalk development, is situated on the fifth floor of the seven-floor east tower, one of two buildings in the development. 

It boasts nearly 3,000 square feet, 900ft of which are private terraces, which Mullins has furnished with sculptures and a foosball table. 

Some of the interior decor was commissioned by Mullins personally – and the interior design style is certainly unique. 

Among the kitsch items are an LED question mark above a gold mantelpiece clock ornament and huge cracked marble cabinets surrounding plush grey corner sofas. 

In the kitchen, viewers can find a skeleton serving champagne in front of a sign reading: ‘We do not serve women. You must bring your own.’ 

But while the businessman said there were ‘a few interested parties’ at the higher price, he blamed US President Trump’s threats of tariffs causing a fear of global inflation and the war in Iran for the drought of buyers. 

Since he decided to sell his flat in the capital and leave the country, Mullins became a donor and activist for Nigel Farage’s Reform Party. 

He even vowed not to return to the UK until Farage became prime minister.

On leaving the UK under the Labour Government, Mullins told the Times: ‘I think I was one of the first so-called millionaires to leave when Labour got in and the government was saying, we don’t need these people, you know, we won’t miss them. 

‘They obviously are missing them because it’s just continuing to happen and it’ll continue even more.’ 

He added: ‘They will get the money off of businesses or working people. I think they’re going to start rinsing people. The mansion tax started off at £2million, and now we’re told it’s going to be from £1.5million.’ 

Included in the reduced price is air conditioning, direct lift access, two underground parking spaces, a gym and a 24-hour concierge. 

Now departed from the UK, Mullins and his 35-year-old singer-songwriter partner Rachel Leavesley (known as ‘Ra Ra’) spend most of their time at their Marbella villa. 

Mullins told the Daily Mail last year of his move to Spain: ‘I’m very pleased to have moved – I left as soon as the election result was announced. Labour are socialists so I was expecting bad things but it’s actually a lot worse than I feared.

‘I knew capital gains and inheritance tax could go up, but I wasn’t expecting a national insurance increase too. It’s probably the worst blow to entrepreneurs that I’ve seen over my whole life in business.

‘I didn’t want to be part of the tax system any more. A lot of people think I left for tax reasons but you wouldn’t choose Spain if that was my intention, as some taxes are higher.

‘The real reason is not what they are charging but what they are doing with the money. I’d be more than happy to help the NHS and pensioners but I’m not prepared to help people who don’t contribute.’

The entrepreneur previously said he had paid more than £120million in tax to the Treasury. 

Britain’s wealthy have been fleeing the country en masse in response to Labour’s tax raids, with the latest billionaire to leave being hedge fund tycoon Chris Rokos.

He was Britain’s third-biggest taxpayer, paying an estimated £330million to the Treasury last year.  

Yesterday, Chancellor John Healey admitted he needed to get a grip on the exodus of the super-wealthy from Britain after billionaire Sir Peter Lampl, the financier who created the Sutton Trust charity, said he had moved to the US because of the traffic in London. 

At the start of the Labour Conference the Chancellor said the party wanted them to stay because ‘they create the jobs and they can create the wealth for us’, setting out plans to raise the level of investment, confidence and profits.

But he used the same interview to suggest that he will increase capital gains tax (CGT) in the Budget next month, saying the UK has the lowest rate ‘of any European G7 nation’.
