A Perth man who directed impoverished women to film themselves sexually abusing their children in exchange for cash has been blasted by a judge.

Allen Roy Murley, 74, pleaded guilty to eight offences, which included three counts of using a carriage service to groom and charges relating to accessing, possessing or transmitting child abuse material.

While fronting Perth District Court last week, the court heard Murley had ‘corrupted’ families in south-east Asia using several online chat logs, where he groomed caregivers with cash payments as little as $25 to obtain child abuse material.

According to The West, the prosecutor told the court Murley had messaged one woman to tell her he ‘liked her daughter, she looks so naughty’.

‘You need to teach her young,’ he told another woman who was caring for a three-year-old girl.

The court heard Murley also funded the living and educational expenses of a teenage girl to whom he sent about $25 in exchange for abuse material.

In a conversation from March 2024, Murley asked the girl: ‘Are you home from school baby?’ to which she replied, ‘Am in school dad.’

‘Will daddy get a treat?’ he asked, with the girl later replying, ‘Yeah, will send tomorrow morning before I go to school.’

His crimes were discovered in May 2025 when he was stopped by Australian Border Force (ABF) officers at Perth Airport for a baggage examination.

In another example of his depraved offending, Murley told the girl he’d only send her money for lunch if she sent him a photo.

He also complained to one woman about the quality of the video he’d received, while threatening to cut off her payments.

Murley’s horrific crimes were discovered in May 2025 when he was stopped by Australian Border Force officers at Perth Airport for a baggage examination.

‘ABF officers identified videos depicting children being sexually abused on the man’s mobile phone and alerted the AFP,’ the AFP said in a statement.

‘AFP forensic examination of the phone revealed conversations in an instant messaging application between the man and a female in the Philippines, during which the woman transmitted child abuse material.’

While sentencing Murley to a maximum of 10 and a half years behind bars, Judge Lindsay Fox said Murley had corrupted the women to ‘engage in such disgusting behaviours’.

‘Having a sexual relationship with impoverished women overseas in exchange for cash is one thing, but compelling them to engage in depraved sexual acts with their own young children, for your own gratification in exchange for, by western standards, relatively small amounts of money, speaks to their vulnerability,’ he said.

‘You have corrupted these children in ways I suspect you simply do not yet fully understand and the ways that many of these children will probably never fully recover from.’

A 32-year-old Philippines woman has been arrested after the AFP contacted international authorities over the matter

Judge Fox added: ‘These children will probably have had a difficult life from the outset given the relative poverty into which they were born, but you may well have destroyed any prospect of a normal life which they might have had.’

He will be eligible for parole after serving six years and nine months.

Meanwhile, a 32-year-old woman remains before a Philippines court for her role in the sick scheme.

She was arrested in April 2026 after the AFP referred the matter to the Philippine Internet Crimes Against Children Centre (PICACC).

During the arrest, six children – who are known to her – were removed from harm.
