What can you do to connect with more people for $0 and still comply with all the rules on LinkedIn? You don’t want to do anything that would be considered “black hat” by LinkedIn either?

All you have to do is join groups.
You are allowed to join as many as 50 groups on LinkedIn and every group you join allows you to connect with all of its members without spending an InMail.
Pick the largest groups to maximize your ability to gain contacts and send connection requests to some of its members
